What are the chances that artificial general intelligence will arrive before 2030?

It used to seem far off, but I’ve noticed in the past 18 months, the predictions collapsing from 100+ years on average to less than a decade in many cases. The question then is this: if we now have a non-trivial possibility of AGI coming into the world during our near-term lifetimes, wouldn’t it make sense to make plans at a national level?
